Scottish council begins construction on Lochies School campus

The development will include swimming pools, fitness suites, a games hall, soft play facilities and a wellbeing park, alongside new classrooms and specialist provision for pupils

Clackmannanshire Council has revealed that full construction has begun on a new special campus at Lochies School, which has been described as the council’s largest infrastructure investment in more than 40 years. 

The project, located at the Pavilions around a mile west of Alloa town centre, will combine leisure, health, education and community facilities on one site, following completion of enabling works.

The development will include swimming pools, fitness suites, a games hall, soft play facilities and a wellbeing park, alongside new classrooms and specialist provision for pupils at Lochies School. Community spaces, a café, outdoor areas and flexible rooms for learning, cultural activity and social prescribing are also planned.

Clackmannanshire Council said the hub was designed to improve access to services while promoting health, wellbeing and community life across the area.

The campus will be built to Passivhaus standards – a low-energy building approach designed to reduce heat loss and energy demand – making it one of the first large-scale community facilities in Scotland to meet those requirements. The council said the design supported its commitment to achieving net zero emissions by 2040.

The project is being delivered for the council by Hub East Central Scotland, with Robertson Construction appointed as main contractor. The wider design and delivery team includes JM Architects, Rankin Fraser, Blyth and Blyth, Baker Hicks, ECD Architects and Thomas and Adamson.

Sportscotland has committed £500k in capital funding towards the development. The council said the hub was expected to attract around 275,000 visitors a year, generate £2.14m in annual social value and create 36 permanent full-time jobs, alongside up to 100 casual roles.

Construction is due to be completed in early autumn 2027.

“These extremely high-quality, and high energy efficiency facilities will serve the whole community, giving people a place to learn, be active and connect socially.”

Forbes Dunlop, chief executive of Sportscotland, added: “We are delighted to see this level of investment in Clackmannanshire. The project will bring huge benefits to Alloa and the surrounding communities.”
